From a purely personal point of view, I find the current timing quite convenient. I'm up working just an hour or two after the ballot closes, which means I can process the results before the majority of the folks interested in the outcome wake up.
I think any choice of timezone will result in a ballot closing during somebody's working day. Midnight Eastern is 1:00pm in Japan. So this is an unconvincing argument against or for.
I'd agree that UTC-12 (or "anywhere on earth") timing is probably the most logical and shows the least bias.
Alternatively, we should rotate the timezone to be (12 - (month of year * 2)). Don't know why I didn't think
of this before...
