As I read the motion, it would
not have any effect until the asterisk action is completed; but, since
the completion of the asterisk would require, at minimum, further action
of the EC, then I'd like to understand in what ways the motion moves
the ball forward.

Motion: The IEEE 802 EC respectfully requests the IEEE SA actively
