A couple of comments

The scope of the amendment 5.2b conflicts with the scope of the standard 5.2a. 

The scope of the standard restricts it to visible light which it defines as 380 nm to 780 nm.
The scope of the amendment says it will use light from 10,000 nm to 190 nm - a much broader range.

The amendment PAR would need to include an update to the scope of the standard to do this.

I would find it easier to evaluate the CSD, if there were some mention of the data rate or range of data rates is the target for this amendment.
