I agree that we probably do want to enable guest speakers to look in on meetings.

Strictly speaking, they are not required to be registered to talk to attendees in the corridors during the breaks as long as they don't partake of the refreshments.

However, I do agree that we should be slicing things that fine and thus, it is my opinion that a Guest Badge is appropriate.

Also, this is replacing the social but isn’t a social. We aren’t intending to have guest tickets for it.

I don't recall that the EC ever actually discussed that point and made any decision about that.

(If I am incorrect, which is entirely possible, please provide a pointer to the action.)

As a result, lacking an EC decision or P&P to the contrary, I believe that a registree is as entitled to a guest badge for access to the refreshments as they are at any plenary.

(We should be on solid ground in this area so that WG chairs can correctly set expectations in their opening plenaries.)

Pat-

A fee waiver shouldn't be necessary unless the invited speaker wants to look in on any of our standards development meetings.
A mere "Guest Ticket" to the "Social" should do it.

IEEE 802 July 2014 Plenary Announcement
Emerging Applications Birds-of-a-Feather
Wednesday, July 15, 2014, 6:30pm to 9:00pm
On the evening of Wednesday, July 16, of the IEEE 802 July 2014 Plenary week, a Birds-of-a-Feather (BOF) session will be held for all attendees to gather and discuss Emerging Applications that may leverage or impact the overall IEEE 802 community. The format of the BOF will be short presentations from a selected panel to seed the discussion on how Emerging Applications may affect, leverage, or utilize technology based on the IEEE 802 family of standards.
Attendees should plan to gather at 6:30pm for light hors d’oeuvres and a drink prior to the start of the BOF Panel at 7pm.
Proposals on Emerging Application topics are invited. Potential topics include, but are not limited to: Internet of Things, Vehicular Networking, Industrial Networking, Changing Existing Application Spaces, etc. Please submit your proposed topic via the Topic Proposal Submission Form.
