This seems like a really bad idea.
This will take out the last 30% of the normal business day for that "small" portion of the US networking industry on the West Coast that operates on Pacific Time. (As well as other areas of standards concern like Design Automation, Software, Semiconductor etc.) If IT staff isn't willing to do the work on the weekend or outside of US48 state business hours, then they should at least do the work early in the the business day so that are back up and the mail backlog is delivered by COB Eastern Time.
The IEEE world doesn't operate on Piscataway staff time.
Please do your best to advise them that this is a poor choice of time slots.
