The proposed change to 3.1 nearly gets there, but not quite. Can I suggest:

"The Sponsor Chair is elected by the non-hibernating WG and TAG Chairs and is confirmed by the Standards Activities Board."

The point being that hibernating Chairs are included in your proposed formulation, and they are appointed by the incumbent Chair.

P&P changes: no less than 30 days in advance of a motion (or conclusion of an electronic ballot) to approve them.

WG P&P changes: no less than 30 day in advance of a Sponsor Vote to approve them.  Approval takes place only in a plenary meeting.

Chair's Guidelines: No restrictions.
