Sending this to the EC reflector, although I did send this response to all of you separately.
 
It is hard to read at this point, but I don' t think that this is such a bad news after all. Well it depends on who you ask within the 802 community. It means further delay, but it could also mean more spectrum for White Spaces.

According to me, this delay means that FCC could not convince enough broadcasters to participate in the reverse incentive auctions. Note - the majority of the funding for the Incentive auctions is supposed to come through acquisition of the TV channels from major metropolitan areas, but the TV Broadcasters there have been pretty steadfast in holding onto those channels.
 
As such, auctions at this time would have failed. So we will wait and see what happens.
 
But certainly IEEE 802 should be engaged in the discussions.

Wheeler pushes incentive auction back to 2015 
Federal Communications Commission Chairman Tom Wheeler said Friday that the agency has pushed back its auction of broadcast airwaves for wireless spectrum to the middle of 2015, saying it is more important to get it right than to get it done quickly. The FCC originally had set mid-2014 as its target date. "I am also confident that the policy challenges are only part of the picture; we must also get the enabling technology right," Wheeler wrote in a blog post. Most Washington insiders supported the move. It looks like another delay for 802.11af.
