[802SEC] Updates to IEEE P802.3bm 40 Gb/s and 100 Gb/s Fiber Optic Task Force five criteria responses

The last paragraph of Clause 5 'WG responsibilities' of the LAN/MAN Standards Committee (LMSC) Working Group (WG) Policies and Procedures (P&P) <http://www.ieee802.org/PNP/approved/IEEE_802_WG_PandP_v13.pdf#Page=4> states 'The WG shall periodically review and confirm that the response to the five criteria, refer to the "Criteria for standards development" subclause in the IEEE 802 LMSC Operations Manual [5], used to approve its PAR(s) still reflect the state of the project(s) to which they relate. Should a WG need to modify the responses to the five criteria during a projects' development in order to accurately reflect the state of the project, the modified responses shall be submitted to the Sponsor for approval.'.
In accordance with this the IEEE P802.3bm 40 Gb/s and 100 Gb/s Fiber Optic Task Force has developed a draft set of updates to their responses to the five criteria which can be accessed at the URL <http://www.ieee802.org/3/bm/proposed_5C_0913_optx.pdf>. I've provided a brief explanation of these updates below. Since there is no further guidance on the process to follow that I'm aware of, I'm sending this email to submit the draft updated five criteria responses to EC members, and to inform EC members that I expect to make a motion at the closing EC meeting to approved them, assuming that the IEEE 802.3 Working Group approve them at its closing plenary the previous day.

During the Study Group period of IEEE P802.3bm, two objectives were defined with caveats understood in advance that once Task Force operation began, it may be determined that these two objectives would not be required. Language was put into the five criteria responses that was designed to make this clear.
At this point, the Task Force has determined that rather than retain these objectives and the five criteria response caveats designed to clarify their potential lack of need, it would be better to remove the objectives and the caveat language from the five criteria. This allows the Task Force to maintain its schedule goal and satisfies the five criteria responses without caveats. It makes the five criteria responses clear and articulates the actual work of the Task Force.
This conclusion was drawn for the following reasons;
1)A 20 m Multimode fibre objective has been removed as the conclusion of the Task Force was that this application space can be effectively addressed by the 100 m PHY the project is developing.
2) A 500 m Single Mode fibre objective has been removed as the Task Force was unable to come to consensus on any single alternative providing sufficient cost, density, and power reduction to justify an additional single-mode PMD. The remaining elements of IEEE 802.3bm will enable significant cost, power and size reductions to 100GBASE-LR4 and this satisfies the single-mode responses to the modified five criteria.
