Obviously I did not understand what you were trying
to convey with your original comment. I thought you were talking about what
was contained in Section 2.1. Now that I do understand your comment, it
is most reasonable and we will add to 8.1 the sentence: Title is being
changed to more clearly reflect and communicate the intended use of the
standard.

least you should include a statement that is required for the PAR

Thanks for the comment on the 15.4p title change:
- 8.1 should only include a statement of what is being changed.
i.e. 2.1 Change Title to better communicate what features are in the
standard .
- Or something similar.
This was a MyProject auto
complete and not something that we had control over. All I entered was the
new title and this is the doc that got generated by the
system.
