[802SEC] IEEE Announces Next Steps in Open Access Strategy

In case you haven't already seen the attached IEEE news release and given 
802's leadership in making 802 drafts and standards available at no charge, 
I thought you would be interested in an update from the IEEE BoD regarding 
the expansion of their open access strategy.

Members of the IEEE Board of Directors and other volunteer leaders :

     We are going public with the news that we are expanding our open 
access strategy.  At the IEEE customer breakfast for those attending the 
Special Libraries Association annual meeting this morning (Tuesday 17 July) 
we made the attached announcement.   In our statement we announce the 
appointment of Michael Pecht as the first editor-in-chief of our new 
rapid-publication, open access interdisciplinary journal.   At the same time 
we explain that we will also be launching several topical open access 
journals.  These two steps expand the Open Access strategy that we announced 
last year when we began offering the hybrid open access strategy in our 
traditional Transactions and Journals.

      This is just the first part of the communication program for the new 
journals being prepared by our corporate communications group under the 
direction of Patrick Mahoney.  For the time being we are NOT mentioning the 
new name of the journal, nor any of the specifics of the peer review 
practices or author publishing  fees.   We anticipate a more detailed 
announcement in early September when the academic year has begun, Michael 
Pecht can announce his initial Editorial Advisory Board, and we have a 
better idea of when we can start accepting manuscripts.  As the societies 
ready their topical open access entrants we will release further details as 
well.

      Our decision at the July Board meeting to move ahead with this 
strategy comes not a moment too soon.  On July 10 the IET announced plans to 
launch "a comprehensive, online-only open access megajournal. "  The new 
megajournal will, IET says, "cover a wide-range of engineering topics." 
They said open access options will also be added to its existing 26 
journals. According to their press release, "This is part of the IET’s 
continuing mission to make essential engineering intelligence available to 
the worldwide engineering community, benefitting researchers who contribute 
to or use this content."
