You may choose to try to assert that "presence" (vs. "attendance") was
not a requirement of IMAT and I would support that it is indeed not an
802 requirement. However, your own web page,
<https://imat.ieee.org/my-site/home> says that IMAT describes it as:
"...The IEEE Meeting Attendance Tool (IMAT) -
the Standards Association's electronic tool for managing your
meetings."
That means to me that it needs to meet the attendance management
requirements of the SA, not just 802.
This is further supported by the following text excerpts from the SA
Operations Manual:
5.2.1 - *Participants* in IEEE standards development *who are
authenticated into any IEEE-SA database* shall acknowledge the
Obligations for Participation and Code of Ethics.
The IEEE-SA *shall maintain the authoritative database of
participants* in the development of standards.
5.2.1.2 - When entity standards working group meetings are
co-located with IEEE individual standards working group meetings,
the individual standards working group attendees may observe such
co-located entity working group meetings at up to two meetings per
calendar year without having to fulfill any specific membership
requirements.
The issue is clear. In order for the IEEE-SA to meet its own
requirements, the attendance system of the IEEE-SA must capture all
meeting/session "participants" (including but not limited to, individual
participants, entity member participants, entity non-member participants
and liaisons) and maintain an authoritative database of said persons.
The current situation in 802 is that the IMAT system is only designed to
capture those 802 participants whose meeting participation meets the 802
internal criteria for attendance credit that either builds or maintains
802 Working Group voting membership.
Further, the SA Baseline Policies and Procedures for Working Groups
(Individual Method) says (cl 8.1) that:
A working group officer or designee shall maintain a current and
accurate roster of members and participants in the working group.
The roster shall include at least the following:
d) Members and participants (including names, email addresses, and
affiliations for all members)
802 is only operating under the rules imposed on us by the SA. If the
SA is going to fulfill its own requirements for the database that it is
required to maintain, then it is obvious that the SA's own database must
be configured to fully include the information needed to meet its own
requirements.

Now that the Atlanta meeting is behind us I would like to thank the team
for the success of the beta test. It is a pleasure working with all of

would not have been accomplished without your.
Below is a status on the open items and plan for moving off murphy,
seabass and onto fully implemented imat.ieee.org solution for attendance
tracking for 802 voting rights.
- New IMAT used in Atlanta on imat.ieee.org
- Log in issue identified early on Monday -- Resolved
- System had been used for the remained of the week without
incident
- Status: Stable
- Open items regarding application:
- Ticket 1212: Change text "add attendees" to "manage Attendees"
as per old IMAT logic. COMPLETE
- Ticket 1018: Meeting update upload from spreadsheet as reported
by Roger. Documentation to be completed by Greg June 13, 2012
- Ticket 1010: Attendee can view their own history. Complete
- Ticket 1196: Prevent attendance in overlapping venues. New
enhancement request. Not scheduled.
- Open items regarding server location and functionality:
- Decommission Murphy: we should plan to keep Murphy on-site
through the Sept Wireless Interim and possibly the Nov Plenary. Action
Item for Christina and Rick
- Redirect URL for seabass.ieee.org to imat.ieee.org. From this
point forward IMAT will be accessed by BOTH Managers/Officers and
Attendees. Action Item: Greg will work with Luigi and/or Jeric to
do this early in June.
Action Item: Christina to communicate changes to Verilan, Azgaard,
and Face-to-Face - COMPLETE
