I agree that we do not want a rule saying we have to meet outside of NA at least once a year. We cannot always be sure that we could follow such a rule.
So having the rule say that the "The Executive Secretary shall present venue choices for the plenary sessions that include at least one non-North America venue for each calendar year."
This puts the burden on the Executive Secretary to at least provide one NNA venue for each year. Then the EC can choose that venue as long as it makes sense.

I believe that we need to provide a bit of judgment to the 802 EC in
selecting venues.
I understand from our discussion and from the poll that is shortly coming to
a close, that the majority of the EC want to have the Plenary outside the
US/North America once a year, but if the non-north American choices are not
acceptable to the EC, then a rule that is written to preclude allowing the
EC to decide otherwise would be folly in my opinion.
I think that the EC would always make reasonable choices for the idea of a
Session each year that is outside the US/NA.
What would you propose as a better way to say it?

Nicely organized slides. It makes review easy.
I have a question about Slide 7. It states,
"The IEEE 802 LMSC Executive Secretary presents proposed plenary venues to
the Sponsor. Venue selection shall consist of venues located in various
locations around the world. Each year there shall be at least one venue
location that is outside the United States and North American continent."
Does this mean,
1. The Executive Secretary shall present venue choices that include at least
one non-North America venue for each year.
OR
2. One of the three annual Plenary sessions will be held outside of North
America.
I think it would be good if the wording could be reworked so it is more
clear.

4.1.4 Revision of the IEEE 802 LMSC OM and IEEE 802 LMSCWG P&P
This OM and the IEEE 802 LMSC WG P&P may be revised as follows.
Revisions to these documents shall be submitted by a Sponsor member to the
Sponsor no less than 30 day in advance of a Sponsor Vote to approve them.
The Sponsor member proposing the revision may modify the proposed revision
during the 30 days prior to a Sponsor Vote (in response to comments).
Insufficient time to consider complex modifications is a valid reason to
vote disapprove. A motion to revise these documents shall require a vote of
approve by at least two thirds of all members of the Sponsor. Votes to
approve revisions shall be taken at a plenary session. If approved,
revisions become effective at the end of the plenary session where the votes
were taken
