I see that the Commentary download page has the following statement on it:
"Notice: Commentary 2 is provided by the copyright owner solely for use by
the IEEE 802.16 Working Group on Broadband Wireless Access."
I therefore believe that your request that we make use of this tool is an
encitement for us to breach Roger's copyright.
