The very last paragraph in the last comment on Pat's report is actually 
a different topic.
(It is the one that Adrian brought up in today's e-mail)
It is the requirement for an effective bug-tracking and feature request 
system.
That is completely different from the need for a 2nd generation 
balloting system.

It should be broken out into a separate item.  I have edited Pat's 
spreadsheet to that effect and have attached it to this message.
