[802SEC] +++EC 5 Day Review+++Comments to the FCC on Dynamic Spectrum Use and NG911
Dear EC,
At the January interim 802.18 began work with the interested wireless WGs on responses to two FCC Notices of Inquiry (NOI).
The first is FCC 10-198 "Promoting More Efficient Use of Spectrum Through Dynamic Spectrum Use Technologies". In this NOI, the FCC seeks to promote and facilitate wireless innovation, taking additional steps to ensure that the promise of these advanced radio technologies - as well as the new models of spectrum management techniques that they make possible - can be fully realized and applied across more of the radio spectrum. It is available as DCN 18-11-0003 at https://mentor.ieee.org/802.18/documents.
The second is FCC 10-200 "Framework for Next Generation 911 Deployment". The NOI initiates a comprehensive proceeding to address how Next Generation 911 (NG911) can enable the public to obtain emergency assistance by means of advanced communications technologies beyond traditional voice centric devices. It is available as DCN 18-11-0006.
At the January interim it was agreed that the work on the comments for these NOIs would be completed by conference call. On January 27th it was announced that there would be conference call on January 31st. During that call work was completed on the response to FCC 10-198. It was agreed that the conference call would resume on February 3rd. An email announcing the continuation of the conference call was sent on January 31st. The call resumed on February 3rd and the work on the response to FCC 10-200 was completed.
The comments in response to FCC 10-198 are available as DCN 18-11-0015-02. The comments were developed based on inputs from 802.11 and 802.22. These comments were approved by a vote of 5/0/0.
The comments in response to FCC 10-200 are available as DCN 18-11-0016-04. The comments were developed based on input from 802.23 and active participation on the conference call by 802.11. These comments were approved by a vote of 5/0/0.
The minutes of the first portion of the conference call are available as DCN 18-11-0017-02.
The minutes of the second portion of the conference call are available as DCN 18-11-0018.
The motions that approved both of these documents state that they are "authorizing the Chair of 802.18 to make minor edits as needed, and submit as an IEEE 802.18 document for EC review." Those edits, e.g. removing the DCN, will be done prior to electronically filing the comments.
I propose that the EC review period begins now and closes on February 9th.
