I'm glad that I asked to see the cover letter - your draft is not acceptable.
IEEE 802 LMSC OM 9.2.1 .... All IEEE 802 LMSC communications to government bodies shall be issued by the IEEE 802 LMSC Chair as the view of IEEE 802 LMSC (stated in the first paragraph of the statement)....
Your cover letter introduction says that the documents are IEEE input:
" Attachment 1 contains IEEE's input on the Working document... while Attachment 2 provides IEEE's input for the Working document...."
IEEE 802 can not speak for the whole of IEEE. This document should be characterized as the input of IEEE 802 or of an IEEE 802 subgroup.
The next section of your cover letter more correctly characterizes the source of the opinion:
"This contribution was developed by IEEE Project 802(r), the Local and Metropolitan Area Network Standards Committee ("IEEE 802"), an international standards development committee organized under the IEEE and the IEEE Standards Association ("IEEE-SA").
The content herein was prepared by a group of technical experts in IEEE 802 and industry and was approved for submission by the IEEE 802.11(tm) Working Group on Wireless Local Area Networks, IEEE 802.15(tm) Working Group on Personal Area Networks, the IEEE 802.18 Radio Regulatory Technical Advisory Group, and the IEEE 802 Executive Committee, in accordance with the IEEE 802 policies and procedures, and represents the view of IEEE 802."
If you wish to retain the statement that it represents the view of IEEE 802, then we will need an EC motion per 9.2.1. The other alternative is to present it as the view of a 802.18 or of several WGs (assuming that all approved it by the required 75%) as required by 9.2.2 of the 802 LMSC OM: "Sponsor subgroup communications shall be identified in the first paragraph as the view of only the Sponsor subgroup and shall be issued by the Sponsor subgroup(s) Chair(s) and shall include the Sponsor Chair in the distribution. Such statements shall not bear the IEEE, the IEEE-SA, or IEEE 802 LMSC logos."

While I have found in my email archives some proposals that differ from the format you have described. I have also found a number that simply seek EC review rather than a ballot.
Based on the remaining time to the ITU-R deadline I am asking the EC's indulgence to propose changing this from an EC ballot to an EC review ending on 30th October.
Pat has asked that the cover letter be included. To accommodate that the responses, with the cover letter, have been uploaded to the RR-TAG Mentor web site as Doc. 18-10-0067.

I didn't understand that there was a ballot underway.
Normally, a ballot begins with an announcement with a stated motion, a mover, and a seconder. And normally there is a statement that the ballot has been authorized by the LMSC Chair.
