Nancy's questions aren't mine, but for completeness, it might be best to add an explanation about the 5th no voter and the voter's name to the report. There are times when a disapprove voter wants to see their comments implemented in the draft before changing their vote. I understand that and don't think there is anything underhanded going on here. Doing what I suggest would avoid the appearance that one might be trying to hide information.
I vote Approve on the motion.

I realize that I am not a member of the EC, however I am a member of IEEE, SA, 15, and 20, and I am in the voting pool of 16. I do not understand if the 5th voter
continues to be counted as DIsapprove with comments, why you are not putting his name with the other 4 as asked. The perception of hiding a name, whether he
