Here are some notes for today's teleconference and on the proposed changes in general.
For the first time in a couple of years there are no major structural changes hanging over our heads. So we are really in a maintenance / tweaking mode in my opinion. At the last EC meeting, a number of editorial / correction type issues were identified. So I have developed a set of changes meant to address those issues. Here is some rationale for the proposed changes:
General Editorial:
We decided at the last session to call ourselves "IEEE 802 LMSC" and the majority of changes are to address this
SA requested we not call our "rules" by the term "governance" as it confuses them
IEEE 802 LMSC P&P Changes:
In 4.1
Modify what should be in a letter of endorsement to better reflect actual requirements for election.
OM Changes:
In 4.1.4
Clarify that votes to approve rules revisions must be at Plenary and when changes take effect.
WG P&P Changes:
In 6.5.1 and 6.5.3
Clarify that some of the duties under "Chair" should have been under "Secretary"
In 7.3
Fix an "error" concerning who can vote in WG subgroups
In 9.2
Clean up defined voting actions

The teleconference was first announced in the attached slide set circulated with the e-mail below on 3/19/10. Unfortunately we did not get to review the slides at the EC meeting due to time constraints. However the slides / announcement was circulated on the EC reflector, so I do still plan to hold the teleconference. Not that if you can't make the conference, I will accept inputs by e-mail as well and review them at the rules meeting in July.

The documents were posted 3/19/10 and their presence was announced in the circulated slides. My intent is to have the changes voted at the July Plenary.
I'm hoping folks can still make the teleconference, but if not, please download and review the documents and provide any comments before the July plenary. I will review any comments received before the plenary at the Sunday rules meeting.
