Re: [802SEC] Updates on the Modified 802.22 PAR with 5C and New 802.22.3 PAR with 5C for consideration in the November 2009 802 Plenary in Atlanta

The PARs and 5Cs need to be posted 30 days in advance of the opening of
the plenary (which by my calculation was 17 October, 2009 at 8 am EDT).
So, the versions on the site were posted in time and are the "official"
ones to be considered at the November Plenary meeting.
Now, it is normal that some changes are made to the PAR and 5 C during
the Plenary week with those final changes being sent by email by
Wednesday afternoon (5 pm according to the OM).
AFAIK: The purpose of the 30 day rule is to allow the other WGs time to
review the document. Having it change during the 30 day time frame
would seem to defeat this purpose.
Of course, I welcome opinions on this from other EC members.
