[802SEC] 802.17c met the conditional requirements to proceed to Sponsor Ballot



Dear EC members,

At the July 2009 IEEE 802 Plenary meeting conditional approval was granted to forward IEEE P802.17c Protected Inter-Ring Connection (PIRC) to sponsor
ballot. The conditions of conditional approval have been met:

a) Recirculation ballot is completed.
   Condition met: Recirculation ballot 1.3 completed on 13 July 2009

b) After resolution of the recirculation ballot is completed, the approval percentage is at least 75% and there are no new valid DISAPPROVE votes.
   Condition met: The approval percentage is 100%. There were no new DISAPPROVE votes.

c) No technical changes, as determined by the WG Chair, were made as a result of the recirculation ballot.
   Condition met: The comment resolutions in the last recirculation did not result in any changes to the draft.

d) No new valid DISAPPROVE comments on new issues that are not resolved to the satisfaction of the submitter from existing DISAPPROVE voters.
   Condition met: There were no new DISAPPROVE comments.

e) If the WG Chair determines that there is a new invalid DISAPPROVE comment or vote, the WG Chair shall promptly provide details to the Sponsor.
   Condition met: There were no DISAPPROVE comments, new, valid, invalid, or carried forward.

f) The WG Chair shall immediately report the results of the ballot to the Sponsor including: the date the ballot closed, vote tally and comments associated with any remaining disapproves (valid and invalid), the WG responses and the rationale for ruling any vote invalid.
   Condition sort of met: I did not report the results "immediately". However, belatedly, the results are: 
      The ballot closed on: 13 July 2009.
      The vote tally was: Approve 6, Disapprove 0, Abstain 1.
      Carry-over disapproves: None.
      New comments filed: None.

Not an official requirement, but a concern expressed by Paul, was whether a sufficiently large sponsor ballot pool would exist.
   Condition met: Paul approved of the pool of 55 voters.
