Some examples:
1. Paragraph #1 reads
In a proposal to the Radiocommunication Sector of the International Telecommunication Union (ITU-R), IEEE has submitted a candidate radio interface technology for IMT-Advanced. The proposal is based on IEEE Project 802.16m(tm), the "Advanced Air Interface" specification under development by the IEEE 802.16(tm) Working Group on Broadband Wireless Access. The documentation demonstrates that the proposal meets ITU-R's challenging requirements in all four IMT-Advanced "environments": Indoor, Microcellular, Urban, and High Speed. The proposal will be presented at the 3rd Workshop on IMT-Advanced in Dresden on 15 October in conjunction with a meeting of ITU-R Working Party 5D.
Suggest you word the first sentence more directly with:
IEEE has submitted a candidate radio interface technology for IMT-Advanced to the Radiocommunication Sector of the International Telecommunication Union (ITU-R).
2. The third sentence begins...
The documentation demonstrates that the proposal meets ITU-R's challenging requirements....
What documentation? It's not described anywhere so I doubt you need the reference.
Suggest this as an alternative:
The IEEE Project 802.16m(tm) proposal submitted meets ITU-R's challenging requirements.

IEEE 802.16 WG, meeting in a Joint Plenary, approved a contribution to
ITU-R proposing an IMT-Advanced candidate based on IEEE 802.16. No
