Seems like there is a need for a line in the rules of the form "Persons that attend a
Plenary session solely for the purpose of presenting at a tutorial, and that do not attend
any other part of the Plenary, are not liable required to register for the meeting or for
payment of the meeting fee."
In the meantime, the simplest, and least open to further bickering, approach is for us to
waive this guy's fee,
