[802SEC] Report on Electronic Participation Experiment

Here is a short report on the electronic participation experiment
Conducted at the January Wireless Interim. I will prepare an actual
PowerPoint document as a report to the EC for March. Overall, I'd
characterize the view as slightly positive. However there was sharp
contrast in perception between those who participated electronically,
and those that participated non-electronically. Here are the results
(overall, electronic participants only, non-electronic participants
only):
