Just to clarify...
I believe that under our current rules a decision whether or not to grant
such credit would be either (a) determined by the individual WG P&P or (b)
be at the discretion of each WG Chair for attendance in their own WG.
To conduct business in an orderly manner, it would be handy if:
- The WG Chairs could agree on what their policy will be on a joint basis.
- Whether they agree or not, their decision should be announced to each
of their WGs
(jointly or individually)
As for whether or not attendance credit "should" be granted from the EC
point of view, my position would be that it should not. If the group is
granted "TAG" status, then such credit would be appropriate.
In the meantime, it has not been the practice (at least in some working
groups) to grant Working Group attendance credit for Study Group
participation without regard as to whether or not the issues being dealt
with advance the mission of the WG. I see no reason why this case should be
an exception. Thus I would not recommend credit and would suggest that your
schedule should be set up to not overly constrain work for which a PAR
already exists.

I have been asked by members of the TV White Space ECSG to request
cross-attendance credit for the upcoming January Wireless Interim. We are
planning to hold face to face meetings at that session (3 two hour
sessions) and the concern is that attendance will be constrained if
cross-attendance credit is not granted. The issues we are dealing with are
cross-WG, and I feel it would be appropriate if representatives from the
different WG/TAG were granted attendance credit in their home groups for
participation in the ECSG.
Please let me know if you are willing to grant such attendance credit.
