Hopefully the WP5D meeting here in Seoul will finish the work on EVAL this Friday. It is not expected that what has been previously proposed will change significantly. I will provide a copy of the outcome.
There is nothing to prevent 802 forming an evaluation group. That work would be able to look at all of the proposals. Currently the work by the evaluation groups is scheduled to by completed June, 2010. That date, as with the date for the actual submission of proposals, should be confirmed by ITU-R SG5 when they meet November 10 - 11. The deadline for registering an 802 evaluation group is EoY 2008.

Interesting. The letter speaks of inviting the formation of "idependent evaluation groups." Please explain the how such groups are formed and who is allowed to participate in those groups. I'm specifically interested in whether or not 802 members will be able to participate in those groups.
