In section 2.3 the guidelines are written to address only plenaries. I
believe this language could/should be generalized to describe how WGs
handle equivalent situations during interims to help ensure procedures
are documented and are uniform.
One option would be that each WG use your suggested 2.3 text in their WG
P&P (some of which have no such document). Another would be to reword
this section to cover interims where there is no EC meeting>
Suggestions?
