The responses from the 4 proposals were offers for 2011 and 2012. We
have no indication that the venues are available for a July 2013
meeting. And the venue offered for July 2013 isn't available for March
due to academic calendar. There is also a weather issue. The relative
desireability of some of the locations would for some people be
different between March and July due to hot sticky weather (and possibly
monsoons, I think).

I was looking over the survey and it asks for preferences for
20011 and 2012. I think that could be confusing. It is unclear if a
person is allowed to vote for the same one twice. If that is the case
many people will just vote for their first choice on both.
I recommended that you modify the survey so that the first
question asks "which is your first choice" and the second question asks
"which is your second choice." I think that information is more useful.
Then it would be possible to select two venues, which can be used for
2011 and 2012.
Also, it is unclear why the third question is about a specific
venue. Why is that? It is not clear that we need to plan the 2013 site
at this point. But if we do, why would it not just be the third place
finisher?
I will try to attend the meeting later today, if possible.
