Mat,

I completely agree. The present system is at least odd, if not broken. 
But, I didn't figure changing the baseline was reasonably possible, so I 
figured that at least we could see what parts of our P&P aren't really 
*our* P&P. Presumably, AudCom's baseline will not change more than once 
a year since they ask that of us. And, if they make changes in the 
required text, then we need to change our document anyhow to capture 
these changes.
