It actually includes no new functionality. It enhances the MIB by including a section discussing security considerations. The other enhanced features refer to including REFERENCE entries for the objects that will make it easier to find the descriptions.

Where are the 5 criteria? Since this PAR says it intends to include new
functionality, those are required for pre-circulation along with the
PAR.
Also, could you explain "other enhanced features under consideration"?
