Mike,
I suppose we've changed the way we operate since you've retired from the EC.
Conflicted EC members (or any 802 participant) may participate in UC-EC
agenda item discussions--we've been operating that way at least since
November 2007--the only restriction is they cannot make/second motions or
vote.
