This process is incredibly painful, and probably a mistake. Frankly I don't like the baseline at all. It simply is too restrictive for an organization like LMSC to fit into. I am collecting my comments to feed back to Audcom. My biggest at the moment is that you only allow the EC to have majority votes (see clause 7 which can't be modified). This must be an error. I should be allowed to specify a supermajority. If nothing else, calling the question in Robert's rules would require that.
