If my memory serves me correctly, at the SASB the discussion on the
confirmation of the two 802.20 VCs was held in open session; but
conflicted SASB members did not vote.

You are right--the situation is murky. Give me a few days to dig into
this
matter and issue a clarification. In the mean time I suggest we proceed
as
follows:--any EC member can cast a vote--what is not clear is whether
all
the votes will count or only those non-conflicted EC members votes will
count.
