Much as I would hope your statement was the case, I can't find it.
For WG Ballots it says:
7.2.4.2.2 Voting by Letter Ballots
The letter ballot shall be conducted by electronic means.
The response time shall be at least thirty days.
However, for recirculation ballots,
and for letter ballots not related
to the submission of draft standards,
the response time shall be at least fifteen days.
I see no parallel requirement for Sponsor Ballot, even though I believe it
should be there.

Dear EC Colleagues:
I am writing to report on the status of P802.15.4a, per the Clause 20
Conditional Approval granted on 17 November.
The conditions have been met.
Sponsor Ballot Recirc #2, including the review of P802.15.4a/D7, ran
from
17-27 January. The final result was 96/2/13. There were no new no votes
or
voters and no technical comments. There was one minor editorial comment
and one 'nice job' comment.
Accordingly, I have submitted the balloted draft to RevCom
