In fairness, they don't know yet whether they will lose money. I notice
that the link on the ITU web site says: As of 1 January 2007, take
advantage of free pdf versions of current, in-force ITU-T
Recommendations during a trial period.
The article didn't mention a trial period. I see no mention of how long
they expect to run the trial.

It's interesting that they cite the ETSI program but don't even mention
the GET-802 program which we pay so much for.
And if ITU can do it without losing money, why can't the IEEE do the
same ???
