Re: [802SEC] +++EC Email Ballot+++ Motion on all-802 Interims



I sympathize with the concern. This is not by any means the 802.16  
WG's preferred venue, but we agreed to support an EC activity. I  
think that most of the WG's did the same, and it's unfortunate to  
find that some chose not to.

I also agree that, if we ever do this again, we should ensure the  
participation of the WG, or agree in advance to some kind of sanctions.

On the other hand, I vote Disapprove on the motion because of my  
longheld view that it is out of order for an EC motion to attempt to  
override or revise the 802 Policies and Procedures. WG Membership  
rules are defined in the P&P. This motion intends, in effect, to  
revise the P&P, but P&P changes are not made by a simple EC motion.
