In a meeting not related to IEEE 802 I was asked by the FCC OET for
information relating to the current status of .11y an .16h. The FCC has
also recently asked similar questions at other times and places. Maybe
they could just go and surf the web sites but there is no mechanism that
I know of that would allow the information they glean from there to be
entered into the official record. That is all based on inputs and
presentations, seeing it on a web site won't get into their record. The
rules for the 3650 - 3700 MHz frequency band may be changed in Q4 this
year if the FCC isn't comfortable that technologies that meet the
current rules will become available within a reasonable time.
Denis can describe it more fully but this was prepared by 802.11 and
802.16 jointly. Both groups appear to be satisfied with the result. I
leave it to Denis to address your concerns on chart 3.

I'm a little concerned by this document and whether or not it addresses
the
FCC's requirements.
Is it just to supply a general 'status update' or were there specific
questions the FCC wanted
answered? If they just want a general status update, why isn't the
material
for 802.11y and 802.16h web sufficient? My concern here is maintaining
consistency with 802.11 and 802.166 publically available information and
your communication.
If there were specific questions, what are they and can you identify how
the
document addresses them.
Regards of the above, I recommend deleting the 'Industry Name' row from
slide 3 as I don't see how it is relevant.

Dear SEC Members,
On 18 August the RR-TAG held a conference call to address several issues
that have arisen since the July plenary session. Since I was enroute to
Seoul that day I asked the RR-TAG vice chair, Denis Kuwahara, to chair
the conference call. There was a quorum on the call.
One of the agenda items dealt with providing the FCC with an update on
the status of the work being done by 802.11y and 802.16h and their
possible use in the 3650 - 3700 MHz frequency band. This was in response
to inquiries by staff members from the FCC's Office of Engineering and
Technology (OET). Those inquiries had occurred during various other
meetings outside of IEEE 802. The conference call approved a document
(18-06-0055-00-0000_RR-TAG_FCC_Update.ppt) that provides an update on
the current status of the work.
The RR-TAG would like to present this update to the OET, preferably the
week of 4 September.
I propose that the EC review closes on 25 August. Since I will be on
travel for the next several weeks I have asked Denis to continue to lead
this process. Any comments on the document should be made directly to
Denis.
