Thanx Steve, and duly noted on the discussion options.
As for estimations, both we and the hotel know they are only estimates at this point. That's why we build in lots of opportunities for mid-course corrections after each of our prior sessions. When we detect a deviation from plan we adjust the numbers appropriately so that by the time we come down to the last 120 days we are pretty much right on the money.
Nobody has a crystal ball, and hotels hate last minute surprises but as long as we mid-course correct at regular intervals everybody wins.

Thanks for the explanation. The only issue of estimating attendance six years in advance. I guess if I am doing this in six years I will see if we estimated correctly. :)
Approve both dates.
On the topic of when to schedule a discussion on any topic (including meeting locations and other topics) I find that most of the WG/TAG chairs have difficulty finding time during the week of the plenary to meet, given the other meetings they must attend. So my preference is a conference call a week or so before the plenary.

Steve, Hotels only offer these kind of bonus plus deals to get some business on the books that far out. Closer in you're competing with other groups for the space and they will not make those kind of concessions. So to get the best possible deals you either book far in advance, or you wait until the last posible minute when any hotel with that much space open will do almost anything to fill it. Since we can't reasonably risk doing the latter, we have to go for the far-out deals.
Hotels go through cycles and you have to shop for hotels that have high motivation to put business on the books. Right now it is HR-Atlanta that has a new GM and a new Director of Sales that are highly motivated to show they can book a lot of new business for the hotel. In six months we might not be able to get close to such a deal.
I know this sounds a bit like Black Magic but in 20+ years of doing this job it is just one of the things you learn how to look for.
I agree about the timing for decisions. My stuff was actually scheduled to go much earlier on the agenda when we would have had more time to discuss, but due to an inappropriate last minute agenda rearrangement my stuff got pushed to the end and that's the primary source of the problem.
The normal procedure would be to put out the meeting choice information sheets prior to the meeting week so that each WG would have a chance to review the proposals with their WG members prior to any motions, and if there was some controversy on choices an EC sub-committee meeting could be scheduled during the week to facilitate Q&A and discussion of issues.
Unfortunately, both of these (London & Atlanta) arrived too late in the game to follow a normal process. That's why I was particularly upset when my agenda time got short-sheeted. I worked very hard to at least give us an option to go for it (despite the non-optimal process) and I felt a lot of the confusion was due to not having adequate time to review and explain. We will try hard to do better for next time around, and to stick with our desired process for review.
I've never had very good luck with telecon participation for meeting site discussions, so I prefer to do them face to face at the meeting
when possible. :-)

I agree with Bob in terms of planning. I do not see why we are planning 6 years in advance. It would seem that two to three years in advance would be more than sufficient. What am I missing here?
Also, I suggest we find some other way of reviewing these locations than at the closing EC meeting on Friday. I would suggest a conference call at some point to discuss our options, prior to the plenary session. My opinion is that at the closing EC meeting we should already have had that discussion and the vote should be more of a formality. We don't have time to really have that discussion on Friday at 6 PM.

Colleagues:
I am concerned about how far out these meetings are. I looked back the same period as these contracts are looking forward (4 and 6 years). In July 2001 we had 1019 attendees, and in July 1999 we only had 469.
My crystal ball isn't that good (I sure didn't project the dramatic attendance growth from 1999 to 2001), and don't even expect the growth of the last four years to continue at the same pace, but I do remember November 2001 being held captive in the Austin convention center because of a tornado in the area, people stealing a trash bag out of the janitor closet to make a poncho, and then walking through torential rain back to the overflow hotel whether other 802.3 meetings were being held.
I wouldn't be surprised if the Hyatt Regency Atlanta couldn't hold us in four years. In six years who knows how big we will be, we might even have figured out how to transition to entity balloting and be back to a few hundred attendees ;-).
I'll reluctantly vote in favor of 2009, but vote against 2011.
