Folks, I received some helpful comments from John
Montague. Accordingly, I have implemented the following changes which I
consider editorial as they are consistent with the original intent of my
changes. Let me know if you feel otherwise. I’ve attached a
copy of the current resolution concerning this text with all changes to date. Thanks, Mat Replace: Prior to the end of that plenary session, such persons filling

J. ( Folks, We had a comment resolution session tonight (poorly attended
but productive). We considered the issue identified below, and actually
concluded much more was broken. With regard to ‘when’ people
sit at the EC table and are allowed to vote, we felt we are currently
inconsistent, and overly complicated. We decided on the following general
guidance: EC Members always acquire voting rights at the close of a
plenary EC Members who are appointed are ‘Acting’ till
the close of the plenary where they are appointed Even for filled vacancies, they do not become voting members
until the end of plenary session Appointed WG chairs hold office until the WG can hold
Elections.
Appointed chairs are acting chairs There is no such thing as a WG CONFIRMING an appointed chair
Appointed chairs are acting positions until a WG holds elections
Even if the appointed chair runs unopposed, he is still elected, not
‘confirmed’ Accordingly I wish to replace: EC membership, including all rights and responsibilities thereof, is
acquired by Working Group/Technical Advisory Group Chairs upon appointment to
the position of Chair of a Working Group/Technical Advisory Group and
confirmation by the members of the Working Group/Technical Advisory Group; and
for all other Executive Committee members when confirmed by the Executive
Committee. With: All appointed and elected positions become effective at the end of the
plenary session where the appointment/ election occurs. Prior to the end
of that plenary session, such persons filling vacancies are considered
‘Acting’, and may be invited to participate in EC meetings by the
LMSC Chair, but do not vote. Persons who are succeeding someone that
currently holds the position do not acquire any EC rights until the close of
the plenary session. . Also (under non-voting members) replace:
Acting WG Chairs (appointed but not yet confirmed by WG) With:
Acting WG Chairs (appointed but not yet confirmed by WG)

another minor glitch has occurred to me while editing the
‘WG
M&M” ballot. Membership in the EC is conferred
upon ‘appointed’ WG chairs upon confirmation by their
WG. So what is their status prior to that point? I would suggest
they are ‘acting’ WG chairs. Accordingly, I do not
think they have voting rights, but they do sit at the table with the rest of
the EC. Accordingly I’d like to add the following line
in
7.1.2 under non-voting members of the EC:
Acting WG Chairs (appointed but not yet confirmed by WG) Please
let me know if people feel otherwise. I will also raise this issue
briefly at P&P meeting tonight since in my mind it is more than editorial. Thanks, Mat Senior
