All, I think I said on the telecon today that
we had agreed to open our reflector during the prior P&P ballot (for the
P&P revision process). Apparently I was wrong (see below), so we may need
to reexamine the openness requirement. As Bob point out in the attached
e-mail, everyone has access to our e-mails via an archive. This does
constitute openness. I’d like to believe it is sufficient openness. But
