Bob, the references you site below lay out the reason we need the IEEE
protection.  As I stated in my reply to Paul, we need the IEEE to be willing
to cover us by supplying a lawyer in the event of a lawsuit.  Since the act
does provide a defense, the financial risk to the IEEE, is essentially the
expense of providing a lawyer and nothing further.
