For 802.3 the current number is far larger than 3
A draft under consideration must be compared against (at least):
802.3-2002
802.3ae-2002
802.3af-2003
802.3aj-2003
Other drafts in any sort of advanced development should be looked at too.
Other WGs may not be quite as bad but it is a significant problem.
