Carl,  The numbers were chosen based on the actual May Wireless interim pick-up.  
I suspect there is a combination of ingredients that comes into play here.

But the truth is the way hotels play their attrition policies these days, you're much better off starting out on the ultra-conservative side and making later adjustments.  That way the potential penalties are based on the lower figures, and since we're not working with a season where they are likely to sell out, the hotels are only too happy to increase the block should the need arise.  Once we have sold-out the original block, we are essentially freed from further attrition liabilities.  Since we would be holding all of the meeting space another group could not intervene on our block, and the reason we could get the space at that price is that the demand is at a seasonal low.  

Another factor which augers for the low numbers is that past experience has shown that Vancouver has tons of nearby low cost alternatives, so we can't really expect to get more than about 70% of the attendees to choose our hotels no matter what we do.  And if we do need to increase, I'd a lot rather make that decision after the September interim meeting, when we have our most up-to-date number to work from.  

As I am fond of saying about hotel guarantees:  Going up is NEVER the problem because everyone wants the business; going down, however, can be a major hassle !!!

is is 450 rooms at the HR enough for the
wireless folks?  .15 has gotten BIG and
.20 has over 200 voters, IIRC ... Check
your membership counts/estimates with
Stuart, Bob and Mark/Jerry.
