[802SEC] Fwd: REMINDER for Comments : JTC1/SC6 N12413

This action detailed below is a surprise to me, not that I think it is a
bad idea but rather that it is so long overdue and that something seems
to be happening.
Do you know what/who is going on here?
Is this being proposed with the support of the SC25 Secretariat?
The residential gateway project (draft freely available through URL info
below) and the systems that are worked on in WG1 in general have a
significant lower layer content although projects have not in the past
been divided along ISO layer model lines and the residential gateway
document is of that ilk. It is more system or sub-system oriented than
layer oriented.
In the past, I have always felt that the project work in WG1 was hampered
by its structure as National Body based standards development as opposed
to the industry/individual based development done in 802.
I am wondering if this proposed shift is also a plan to shift the basis
of development from NB based, or is it just a plan to move the more or
less existing structure from SC25 to SC6. It certainly is true that Korea
(Secretariat of SC6) is quite a bit more proactive in the deployment of
broadband Home Electronic Systems than Germany (Secretariat of
SC25).
Is this work that we should try to bring into 802 or elsewhere in IEEE?
If it were proposed for 802 then we would have to cope with either (1)
disposing of their upper layer work or (2) expanding the scope of 802
significantly upward into the 7 layer model. The latter is something that
would very likely have significant impact on some long standing
relationships.

BODY
Noting that the SC25/WG1 program of work includes considerable network
elements, the US considers that SC6 might be interested in supporting a
transfer of SC25/WG1 and the SC25/WG1 program of work from SC25 to
SC6. The current SC25/WG1 work program would fit much better within
the scope of SC6, where it would benefit from the complementary network
protocol (plus security and directory) expertise that exists in
SC6. This would lead to greater efficiency in developing home
networking standards, and avoid unnecessary duplication of work.
The US requests national body comments no later than June 1, 2003.
Enclosed is an example of one of the SC25/WG1 projects, the residential
gateway. It embodies both wide area and local area networks.
