[802SEC] Proposed Rules Change Ballot: LMSC Appeals Process

The attached is a proposed Rules Change ballot on the LMSC Appeals process.  Simply put, we don’t have one, and we are required to by SA documents.  Please let me know what you think.  I plan to bring a vote on whether or not to send this to ballot on Friday.
