These are comments to help in the discussion on the PARS for
consideration
in November, particularly those for broadband wireless access. If the
address lists used above aren't the correct ones, please circulate
appropriately. Thanks.
Concern has been expressed in some of the input comments on the PAR
discussion concerning the boundaries between the efforts of IEEE 802 and
other standards bodies in the area of broadband standards. The
impression
may have been given that the current 3G standards work done elsewhere is
circuit switched and not packet-based. This is actually not the case.
There
is significant work being done in this area in 3GPP and 3GPP2 as part of
the cooperative efforts of TIA, ETSI, CWTS, ARIB, TTA, TTC and others,
as
the following extract of a summary of this work indicates.
Both 3GPP and 3GPP2 have been developing standards for packet based
systems. This is for both the Core Networks (CN) and Radio Access
Networks
(RAN).
Both 3GPP and 3GPP2 have major projects to convert their core networks
to
what are called All-IP networks. These All-IP networks are based upon
IETF
protocols. This work is called IP Multimedia Subsystem (IMS) in 3GPP
and
IP Multimedia Domain (MMD) in 3GPP2. When these All-IP networks are
fully
deployed, the traditional circuit switched Mobile Switching Centers
(MSCs)
will disappear and any communications to traditional wireline telephone
networks will be through Media Gateways (MGW).
Both 3GPPs have been developing packet based standards for the RAN.
This
is for both the air interface and the land-side network comprising the
BSC,
BTS, and various packet gateways.
Both 3GPP and 3GPP2 have recently completed air interface enhancements
that
provide enhanced performance for IP packet services. These are High
Speed
Downlink Packet Access (HSDPA) in 3GPP and an evolved version of
TIA/EIA/IS-2000 (1xEV-DV) in 3GPP2. In 2000, 3GPP2 completed 1xEV-DO,
which is a packet data only air interface.
With the exception of the interfaces (A1, A2, and A5) to the Mobile
Switching Center (MSC) all of the 3GPP2 land side interfaces are
packet. For the specific case of 3GPP2 1xEV-DO, there is not an
interface
to the MSC as the air interface does not support classical circuit
data. Thus, all of the interfaces are packet based.
In 3GPP, the work on core packet networks is being done in TSG SA and
TSG
CN. In 3GPP2, the core network work is being done in TSG-N and in
TSG-P,
with TSG-P being created specifically to handle the packet domain.
