As previously pointed out, is not clear that in the even of the chair not
being present, who holds the gavel. While this can be easily fixed for
Executive Committee meetings (and I would be happy with Pat's
recommendation), it is less clear for electronic process.
As I interpret these subsections, either the Chair, or Vice Chair can
initiate an electronic ballot. There is no stipulation of the Vice Chair
only being able to do so by direction or because of the chair being
unavailable. The proposed changes effectively make it possible for three
people to be equal for electronic process. For me, this an unacceptable
increase in the potential for anarchy.
After a couple of attempts, I have been unable to craft text that would
clarify this, but am leaning to definition of a "Chair Pro Tem". The
precedence/sucession text would then need to establish the order of becoming
"Chair Pro Tem". For electronic process though, the definition of "unable
to perform their duties" is too vague.
Change to 3.6
Again to avoid anarchy, which Vice Chair if more than one needs to be
designated, either a responsibility of a particular Vice Chair or for each
rules change action. This could be fixed by:
1. in 6.3 moving the ")" to read "(or other Executive Committee member)";
2. in 6.4 moving the ")" to read "(or others)";
3. in 6.5 inserting "designated" so second line reads "conducted, the
designated LMSC Vice Chair (or other Executive Committee member ..."

Dear SEC,
This email provides notice of the rules change letter ballot for the
addition of a second vice chair to the SEC. The detailed changes are
included in the attached PDF file.
Scope: Rules Change to add a second SEC vice chair.
Purpose: To amend to rules allow the SEC to have two vice chair positions.
Rationale:
The scope and size of the IEEE Project 802 has increased to the point where
the amount of project 802 management work and range of knowledge has
significantly increased in the past 5 years. Adding a second vice chair to
the sponsor executive committee will better enable it to manage IEEE 802's
wide range of activities.
The ballot opens March 31, 2002 and closes June 8, 2002 12 midnight EDT
(remember if you do not vote or abstain it is equivalent to a DISAPPROVE
vote). Buzz, please ensure this gets sent to the 802-wide email list as
well. WG chairs, please invite your WG members to comment through you.
