To: stds-802-sec@ieee.org Cc: stds-802-1@ieee.org Subject: [802SEC] 802.11 5GSG PAR and 5 Criteria Dear Members of the IEEE 802 LMSC SEC, This is advance warning under the 30-day rule that 802.11 plans to submit a PAR and 5 Criteria (attached) for a new project within 802.11, that would create 802.11 Task Group J to develop an “Interworking Mechanism” as an amendment to the 802.11a PHY and 802.11 –1999 MAC. Attached are the PAR and 5 Criteria documents for your delectation. The PAR and 5 Criteria documents are also available from the web at: http://grouper.ieee.org/groups/802/11/Documents/DocumentHolder/1-172.zip http://grouper.ieee.org/groups/802/11/Documents/DocumentHolder/1-173.zip In November 2000, ETSI BRAN, 802.11 and MMAC mutually authorized a single Joint 5 GHz Global Standard Study Group (5GSG). The mission of 5GSG was to begin exploring the possibility of unifying the multiple disjoint WLAN standards that operate in the 5GHz band one of which is 802.11a. Related work had previously begun within 802.11 Task Group H to amend the 802.11a standard to provide Dynamic Channel Selection (DCS) & Transmit Power Control (TPC). These are required to meet radio regulatory requirements imposed on Radio LANs by CEPT. While this standard amendment is necessary to achieve acceptance of 802.11a within the EC, it was not deemed adequate to address the broader desires of the various standards bodies. The study group’s work toward unification resulted in a conclusion that two distinct activities would best serve the membership. The first, which is the subject of the above PAR and 5 Criteria would have a near-term objective of developing an “interworking mechanism” whereby the multiple standards could possibly share information or at least peacefully cohabit the same spectrum. The second, which is the subject of a pending “5WING” study group request, will continue to explore how to organize for and write a single global standard. The PAR and 5 Criteria were approved by the Study Group and the 802.11 Plenary during the March 802 Plenary meeting. At that time there were 169 authorized voting members of 802.11. The voting results were as follows: 1) Move that we accept the PAR document (11-01-172) and present it to the 802 Executive Committee for approval. Motion passed in Study Group 14/1/7 (93%) Motion passed in closing plenary 41/8/17 (84%) 2) Move that we accept the 5 Criteria document (11-01-173) and present it to the 802 Executive Committee for approval. Motion passed in Study Group 26/0/7 (100%) Motion passed in closing plenary 42/6/13 (88%) The no votes were based on the desire to move expeditiously to a single global standard rather than an intermediate “interworking mechanism”. 3) Since the PAR and 5 Criteria were completed and approved in March but could not be ruled upon by the SEC until July we also needed to extend the life of the 5GSG to the subsequent July Plenary. The voting results were as follows: Proposed that we extend the 5GSG to the July plenary. Motion passed in study group 36/0/0 (100%) Motion passed in plenary 74/6/4 (93%) We complied with standard procedures for preparing and submitting PARs defined in the 802 operating rules, and we expect to request that you approve this PAR at the Friday afternoon closing SEC meeting.
