With all of the discussion about "endorse" and what
"real" standards are and aren't the following material has
popped up from an independent source. To wit, Mary Lynne's submission for
a ProCom agenda item.

Points about withdrawn standards:
1) Can be obtained, but with more difficulty, less format options,
and higher cost
2) Can be referenced by other standards, but not preferred
3) Key element is that the IEEE no longer validates
that the standard is the state of the art and current for its
industry
Perhaps the definition could be based on point (3).

What the ISTO is offering (for money) and what we object to is a process
that attached the IEEE label to a specification and has no such
"validation" by an accredited process.
(Just more of beating the same horse, just got to use IEEE words this
time.)
