* IEEE STANDARDS NOW RECOGNIZED AS REFERENCES FOR ITU-T STANDARDS *

A milestone for relations between the IEEE-SA and Telecommunication
Standardization Sector of the International Telecommunication Union (ITU-T)
was recently achieved with the announcement that IEEE-SA's standards are
now recognized as references for ITU-T standards. In addition, IEEE-SA and
ITU-T standards can be shared between the two organizations and used as
source material, pending appropriate copyright agreements. This recognition
also serves to demonstrate further the IEEE-SA's standing as a global
standards-developing organization. "This action from ITU-T is in keeping
with the direction the standards community needs to be taking now," said
Judith Gorman, Managing Director of IEEE Standards Activities. "Standards
bodies with niche expertise, who bring in technical participants from all
over the world, should have appropriate standards identified and recognized
by such organizations as ITU, IEC, and ISO. And hopefully ITU-T's decision
will be a catalyst for similar actions from other organizations." For more

* IEC CATEGORY D LIAISON APPOINTED *

It was announced that Benny H. Lee has been appointed as a Category D
liaison representing the Surge Protective Devices Committee (SPDC) to the
IEC Subcommittee 37B.

* NEW IEEE CANADA STANDARDS COMMITTEE IS BEING FORMED *

A new committee, known as the IEEE Canada Standards Committee, was approved
in principle by the Executive Committee of the IEEE Region 7 (IEEE Canada)
Board in December 1999. The committee's scope is to promote IEEE-SA
positions at the Canadian national level with such organizations as the
Canadian National Committee of the International Electrotechnical
Commission (CNC/IEC), the Standards Council of Canada, and the Canadian
Electricity Association (an IEEE-SA corporate member), et al.  The
committee will work to seek participation from key industry sectors, obtain
acceptance of IEEE standards by Canadian regulators, and strengthen
Canadian participation in IEEE standards work through membership on IEEE
working and balloting groups.

"This is an important first step in the globalization initiative being
undertaken by the IEEE-SA," noted Terry deCourcelle, Director, Standards
Process Support. "Creating national IEEE standards committees will provide
a mechanism to formally channel this technical input into the international
arena."

A draft charter is being circulated at the committee level in preparation
for the May 2000 Board Meeting of the IEEE Region 7 Board. For more

* IEEE MILLENNIUM MEDALS WILL BE AWARDED *

IEEE-SA congratulates the recipients of the IEEE Millennium Award for their
work in IEEE standards development. The recipients, in alphabetical order,
are Bruce Barrow, Gary Engmann, Donn Terry, and Sid Bennett. More

* NOMINATIONS AND APPOINTMENTS TO IEEE STANDARDS BOARD AND IEEE BOARD OF
GOVERNORS *

IEEE-SA is currently seeking individuals who are interested in serving
one-year terms for the 2001 IEEE Standards Board. The position's
responsibilities and requirements are posted on our web site at

needed for two-year terms for the 2001 IEEE Board of Governors. This

* IEEE-SA ENHANCES WEB TRAINING TOOLS *

The IEEE-SA has added five new training presentations to its online
Leadership Training Modules. Geared toward those developing standards, the
new presentations address the
Project Authorization Request (PAR) Form, IEEE Standards and Robert's Rules
of Order, Standards Balloting, the Invitation to Ballot, and the Role of
the IEEE Standards Staff. Available in Microsoft PowerPoint at
ftp://stdsbbs.ieee.org/training, Leadership Training Modules are brief but
comprehensive presentations that discuss particular IEEE Standards
services, programs, and procedures.

* MEETING POLICIES GUIDE ADDED TO IEEE-SA WEB SITE *

The "Guide to IEEE Standards Meeting Policies" is available on the IEEE
Standards Web site at
"http://standards.ieee.org/resources/meetingguide.html". Approved by the
IEEE-SA Standards Board at its September meeting, the publication assists
working group chairs and Standards sponsor chairs in planning IEEE
Standards meetings so as not to jeopardize the not-for-profit tax status of
the IEEE. The guidelines are abstracted from the "IEEE Policy and
Procedures Manual," Section 10 and, in particular, Section 10.2, which
pertains to IEEE Standards meetings.

* NESCŪ AREA ADDED TO STANDARDS WEB SITE *

IEEE-SA has added a Web area dedicated to the National Electrical Safety
Code (NESC) <http://grouper.ieee.org/groups/nesc/>. The NESC is adopted by
the majority of states and Public Service Commissions across the US, and is
the single most important document for safeguarding persons against
electrical hazards during the installation, operation, and maintenance of
electric supply and communication lines. The Web area includes approved
meeting minutes, information on errata and Tentative Interim Amendments,
and a survey recently conducted of the state Public Service/Utility
Commissions on their respective adopted edition of the NESC. It also
includes a pdf file of the form for submission of comments on the 2002 NESC
Preprint proposals. The deadline for comment on the 2002 NESC proposals is
1 May 2000. The 2002 NESC will be published August 2001.

* PROJECT EXTENSIONS MADE EASIER WITH FORM *

As part of its efforts to streamline the project approval process, the
IEEE-SA Standards Board New Standards Committee (NesCom) has approved a new
Target Extension Request form. This form provides a mechanism to expedite
requests for extensions beyond the four-year validity period of a Project
Authorization Request (PAR). According to the IEEE-SA Standards Board
Bylaws, a PAR is valid for four years. If a Sponsor has not completed
project development during that time, but can prove the project is actively
under way, the Sponsor can request an extension for the project and provide
a revised target date for completion.

The new Target Extension Request form asks for a possible timeline of
activity including when the project is ready for balloting and an expected
completion date for submittal to the IEEE-SA Standards Board Review
Committee (RevCom). By providing this information, NesCom will be able to
evaluate the request and act promptly. The form will be made available on
the IEEE Standards Web site by 15 March 2000
(http://standards.ieee.org/guides/par/extension.html). It will be required
for use at the June 2000 NesCom meeting. For further information, contact

* CHANGES MADE TO IEEE-SA STANDARDS BOARD OPERATIONS MANUAL *

A brief list of some of the changes made to the IEEE-SA Standards Board
Operations Manual follow. The new version of the manual is posted on our
web site at http://standards.ieee.org/board/index.html.

1) The Sponsor must submit annually an electronic roster of the IEEE
standards project participants to the IEEE Standards Department. (Par.
5.1.2, Duties of the Sponsor)

2) Changes in the scope of an existing Standards Coordinating Committee
(SCC) must be approved by the IEEE-SA Standards Board. Additional changes
to Par. 4.3, SCC, were made.

3) Sponsors may indicate their desire to conduct ballots by electronic
means. In order to participate in electronic balloting, individuals must
have access to email and the worldwide web. (Par 5.4.1, Balloting Group)

4) The Sponsor shall separate requests that require formal interpretation
from those requesting an explanation. The sponsor shall prepare
explanations, send them to the requesting party, and maintain a copy for
consideration in any revisions or amendments to the standard. Additional
changes to Par. 5.9, Interpretations were made.

5) In the event that a patent may apply to a standard and a letter of
assurance cannot be obtained, the working group shall refer this matter to
the Patents Administrator in the IEEE Standards Department. (Par. 6.3,
Patents)

* IEEE STANDARDS BEARER MOVING TO ELECTRONIC FORMAT *

Starting in 2001, the IEEE Standards Bearer will no longer be available as
a printed document. Articles will continue to be posted on our web site at
http://standards.ieee.org/reading/ieee/SB/index.html.

* FOUR NEW IEEE STANDARDS ON-LINE SUBSCRIPTIONS TO BE ADDED *

Four new IEEE Standards On-Line Subscriptions are being added to our
growing portfolio. They are Medical Devices Communication, Intelligent
Transportation Systems, Vehicular Technology Systems, and All-Inclusive
Transportation (Combines Intelligent Transportation Systems Standards
Subscription and the Vehicular Technology Standards Subscription). More

* IEEE-ISTO NEWS: 1355 ASSOCIATION JOINS GROWING LIST OF STANDARDS-RELATED
INDUSTRY GROUPS TO CHOOSE THE IEEE-ISTO *

The 1355 Association has chosen the IEEE Industry Standards and Technology
Organization (IEEE-ISTO) to organize and facilitate its efforts in
promoting the IEEE 1355-1995 Standard ISO/IEC 14575) for scalable,
heterogeneous interconnect.  The full text of the 22 February 2000 press

"Our alliance with the 1355 Association further demonstrates the
complementary relationship between the IEEE Standards Association (IEEE-SA)
and the IEEE-ISTO," said Peter Lefkin, IEEE-ISTO secretary treasurer and
CFO. "The IEEE 1355 standards development effort will continue within the
IEEE-SA, while the marketing, education, interoperability and
implementation demonstrations, and peripheral activities in support of the
standard, will be sponsored by the 1355 Association within the IEEE-ISTO."
