[STDS-802-24] Results of EC meeting for 802.24.

IEEE 802.24 had three items for the EC meeting

All passed unanimously

1) Confirmation of Tim Godfrey as 802.24 Chair
2) Formation of IEEE 802.24.2 IoT Task Group
3) Approval of liaison with P2413

I want to thank everyone for their support during my time as ECSG and 
TAG Chair.  Tim is very qualified to take over as TAG Chair, so please 
give him your support as well.
